A quick summary of the four ways to get culture points:
1) City Festival cost is 15000/18000/15000 (wood/rock/silver) and requires Academy level 30. It takes 12 hours to complete, and the culture point is added only AFTER the festival is complete. You can run one festival per city at a time.
2) Olympic Gamescost 50 GOLD and require academy level 30. It takes 12 hours to complete.Gold is a premium currency, can only be gotten by using credit card, or through some other special promotions (many available).
3) Victory processionrequires 300 Battle Points (BP) at the beginning and takes 4 hours. Battle points are gotten by killing units, and the BP total is equivalent to the farmspace usage of the unit killed (i.e. 1 BP for killing a slinger, 3BP for killing a Horse, 170 BP for killing a colony ship). You will also get BPs while supporting your team mate. BPs gained from defending is shared according to amount your troops killed. Please look for additional information from external forums.
4) Theater Play. Cost is 10000/12000/10000, and it takes 60 hours. Also requires academy level 30, as well as theater (super building). The best ways to get culture points are with city festivals (especially good if you have a maxed out city because your resources should replenish enough in 12 hours that as soon as one festival ends, you could start another), and with victory processions (keep attacking people). Do not use GOLD for this. In my eyes Theater is useless, do not built it!
